MOTION FOR A RECOMMENDATION on a new dimension for the Secretariat of the Council of Europe

presented by Mr PINI, Switzerland, LDR and others

1.       The Assembly refers to its Recommendation 1250 (1994) on the enlargement of the Council of Europe and the budgetary prospects, in which it proposed a reasonable increase in the number of senior management posts of the Secretariat to facilitate a more rational allocation of responsibilities.

2.       The Assembly believes that this request should be urgently implemented also at the highest level of responsibility within the Secretariat, so as to match it to the organisation's new political dimension.

3.       Consequently, it recommends that the Committee of Ministers

i.       make proposals as soon as possible, taking account of the new prospects facing the Council of Europe, to create two new Deputy Secretary General posts and assign to them specific tasks, such as:

-       financial, administrative and technical questions,

-       relations with central and east European countries,

-       relations with intergovernmental organisations within and outside Europe,

-       responding to the challenges facing democratic societies in Europe,

-       communications policy;

ii.       consult the Assembly in due course.
