MOTION FOR A RECOMMENDATION on human rights violations in Tibet

presented by Ms ERR, Luxembourg, SOC and others

      The undersigned, members of the Assembly,

1.       Considering the constant violation of human rights in Tibet by China since the invasion in 1950;

2.       Considering that there are a growing number of Tibetans being sent to Chinese prisons for increasingly long sentences;

3.       Considering that Amnesty International is continually requesting the release of Tibetan prisoners of conscience, a guarantee of fair trials, and an end to the torture and harsh treatment to which they are subjected;

4.       Considering that Chinese birth control policy through enforced sterilisation and abortions can effectively be viewed as genocide and is liable to lead to the extinction of Tibetans;

5.       Considering that ethnic cleansing is being carried out through large-scale population transfers;

6.       Considering that cultural assimilation is being undertaken through the systematic destruction of Lhasa and the destruction throughout the country of temples and monasteries which housed schools and universities and which kept alive the spiritual, religious and artistic heritage;

7.       Recommend that the Committee of Ministers:

i.       condemn the Chinese Government for its unremitting violation of human rights in Tibet;

ii.       invite the Chinese Government and the Tibetan authorities in exile to resume negotiations to reach a lasting democratic solution to the problem of self-government in Tibet;

iii.       support a policy of economic assistance of direct benefit to the people of Tibet and not only the Chinese government.
