FROM THE PRESIDENT OF THE STANDING CONFERENCE

OF LOCAL AND REGIONAL AUTHORITIES OF EUROPE

transmitting to the Assembly the texts adopted

at the 27th Session of the Standing Conference

(17-19 March 1992)

1.       Letter from the President of the Standing Conference of Local and Regional Authorities of Europe to the President of the Assembly, dated 27 March 1992.

Dear Sir,

      In pursuance of Article 1, paragraph b, of the Charter of the Conference, I have pleasure in sending you herewith, for opinion, the texts of the resolutions adopted at the 27th Session of the Standing Conference of Local and Regional Authorities of Europe. Resolutions 229 and 230, adopted by the Standing Committee on 17 February 1992, are also included.

      Firstly, may I draw your attention to Resolution 231 which requests an increase in the number of Vice-Presidents of the Conference from four to six. The Conference hopes, in conformity with the information given by Mr R. Felber, Chairman of the Committee of Ministers, that the Deputies will rapidly take a decision on this minor amendment of the Charter, so that the Standing Committee may proceed with the election of two new Vice-Presidents at the beginning of September.

      The Conference also hopes that the Committee of Ministers will rapidly consider paragraph III.4.3. of Resolution 232 which recommends that the Committee of Ministers "expedite the adoption process of the European Charter of Regional and Minority Languages at ... (their) forthcoming session in May 1992."

      Finally, the Conference would like to draw the attention not only of the Committee of Ministers but also of the Parliamentary Assembly to paragraph E.2 of Resolution 235 in which it "announces its renewed willingness to discuss, as soon as possible, with the Committee of Ministers and the Parliamentary Assembly, the possiblities for applying Resolution 224"; and to paragraph F.3 of the same resolution concerning the Committee of Regions of the European Community.

      The Conference would by very grateful if you could transmit, by urgent procedure, the Assembly's opinion on Resolution 231, on paragraph III.4.3 of Resolution 232, and on paragraphs E.2. and F.3. of Resolution 235, as mentioned above, to the President of the Committee of Ministers.
