MOTION FOR A RECOMMENDATION

on measures to dismantle communism

presented by Mr WORMS and others

1.       The transition from a Communist régime to genuine democracy inevitably involves measures to free the institutions of the state, the society and the economy from the grip of the former single party.

2.       However, among the laws and regulations adopted in a number of countries of Central and Eastern Europe under the general heading of measures to dismantle Communism, some may have the effect of undermining the citizen's fundamental rights and freedoms.

3.       The Assembly therefore recommends that the Committee of Ministers examine as a matter or urgency the degree to which measures to dismantle Communism are consistent with the provisions of the European Convention for the Protection of Human Rights and Fundamental Freedoms.
