on the need for an integrated planning of trunk communication
  routes with Eastern and South Eastern Europe

presented by Mr EFRAIMOGLOU and others

1.       Having regard to the new political and economic developments in Central and Eastern Europe; and the need for taking steps to secure peace, development and full integration and those areas with the rest of Europe;

2.       Considering also the fact that so far physical planning as well as infrastructure planning in Europe has been at large, limited to Western Europe;

3.       Conscious of the need to introduce a new dimension and, indeed, a new direction into the planning process for Europe and particularly into the planning of paneuropean transport networks;

4.       Bearing in mind in this respect that improved transport infrastructures have a crucial role to play in the economic and social development of the countries of Central and Eastern Europe;

5.       Bearing also in mind the most recent Assembly Resolution on European transport problems and the principles set out therein (Resolution 977) stressing among others that the environmental problems caused by transport, in particular road vehicles, pose increasingly strict limites on continued expansion ... and that expansion of transport by land will increasingly be held back by the scarcity of land which can be made available for rail and particularly for road infrastructure;

6.       Stressing however the need to connect by way of a modern road system (TEM), the Northern and Baltic countries with Poland, Hugary, Bulgaria, Greece and Turkey;

7. Stressing likewise that the transalpine transport axes and particularly the rail-routes need to be carefully developed and combined with existing and possible new waterways, bearing in mind their paramount importance for the Balkan states including access to Asia but bearing also in mind the very sensitive ecological character of the mountain areas, crossed by these routes,

8. The Parliamentary Assembly therefore invites all members governments but also the European Conference of Ministers of Transport (ECMT) and the European Conference responsible for Regional planning to join their efforts in order to give rapid suite to such integrated transport policy.
