WRITTEN DECLARATION No. 223
on the treatment of certain members of the
Parliament of Kosova by the Serbian police
The undersigned, members of the Assembly,
1. Are gravely alarmed by the report that elected members of the Parliament of Kosova, representing the Democratic League of Kosova, when they succeed in going abroad, are arrested upon their return;
2. Are gravely alarmed by the last example of this on 29 September 1992, when two members of parliament of the Republic of Kosova, Ms Edita Tahiri and Mr Anton Kolaj, were stopped and detained by the Serbian police. After 15 hours in the police station in Ferizaj they were released, but they have now been summoned for a second time and threatened with death, as have their families and other Kosova Albanian leaders. Mr Anton Kolaj is vice-chairman of the Democratic League of Kosova, and Ms Edita Tahiri, a member of the Presidency, is well known in the Council of Europe as she attended the summer session in Budapest last July. By being arrested Ms Tahiri was prevented from participating in the international conference on "The Role of Women and the Transition to Democracy in Central and Eastern Europe" which took place in the Palais de l'Europe on 3-4 October 1992, organised by the United States Agency for International Development and the Centre for Democracy;
3. Protest and demand the immediate release of the two political leaders from Kosova;
4. Fear that this detention of and threat towards families and other leaders are meant to provoke the Albanians. The Democratic League of Kosova has made an enormous effort to maintain a non-violent resistance despite the Serbian apartheid-like regime and despite all the humiliations they face.
