WRITTEN DECLARATION No. 228
on co-operation in the Mediterranean
The undersigned, members of the Assembly,
1. Recalling that the Council of Europe indicated special interest in the Final Document of the 1992 Malaga Conference of the Inter-Parliamentary Union, which underlined the importance of the Mediterranean in establishing peace and security not only among littoral states but also for the security and stability of Europe;
2. Noting that in the Charter of Paris, the Heads of State or Government of the CSCE pledged to continue efforts to strengthen security and co-operation in the Mediterranean;
3. Underlining that there is a need to eradicate all existing hotbeds of crisis in the Mediterranean according to United Nations and Council of Europe resolutions, the United Nations Charter and taking into consideration respect for human rights;
4. Considering that science, trade, communications and tourism are fields which require closer co-operation between all Mediterranean countries, other issues of possible European interest, such as migration, population flows and refugees have to be examined by the Parliamentary Assembly;
5. Recognising that the environment is one of the most important issues in which all littoral countries have to co-operate in implementing all relevant conventions;
6. Recalling that the Malaga document makes concrete suggestions for promoting common targets among Mediterranean countries in all fields, including the mobilisation of parliaments and international bodies,
7. In this framework, ask the Parliamentary Assembly to play a primary role and to present appropriate proposals to the Committee of Ministers for further action.
