OF LOCAL AND REGIONAL AUTHORITIES OF EUROPE

at the 28th Session of the Standing Conference

I.       Letter from the President of the Standing Conference of Local and Regional Authorities of Europe to the President of the Assembly dated 24 March 1993

Dear Mr President,

      I have pleasure in sending you herewith the texts of the resolutions adopted by the 28th Session of the CLRAE, to be submitted to the Parliamentary Assembly for opinion. In addition, I enclose Resolution 241 adopted by the Standing Committee on 4 February 1993.

      I would draw your attention in particular to Resolution 242 on the constitutional improvement of the CLRAE, which should be taken into consideration in the preparation of the Summit of Heads of State and Government, to be held in Vienna in October 1993. It should be dealt with therefore as a matter of urgency.

      In this respect I have already forwarded to you some proposals for inclusions in the revised Statute of the Council of Europe or in a statutory resolution.

      I would also wish to draw your attention to Resolutions 248, 250 and 254, since they contain some proposals which could also be considered in the preparations for the Summit of Heads of State and Government in the framework of Task Force No. 4, created by the Committee of Ministers.

      Finally I would draw your attention to Resolution 247 on North/South solidarity and interdependence: the role of the CLRAE. You may wish to consider the contents of this resolution in relation to the report currently being prepared by the Assembly on the first three years' activities of the North/South Centre in Lisbon.

      I would also inform you that this resolution has been forwarded to the Committee of Ministers drawing the attention of the Committee to paragraph 12 of the resolution, in which the CLRAE makes a number of recommendations to the Committee of Ministers about the Centre.
