COMMUNICATION

FROM THE COMMITTEE OF MINISTERS

on the appointment of the

Deputy Secretary General of the Council of Europe

      The Bureau transmits herewith to the Assembly the communication from the Chairman of the Committee of Ministers regarding the candidates for the post of Deputy Secretary General of the Council of Europe.

Extract from the Rules of Procedure for the appointment of the Secretary General, Deputy Secretary General and Clerk of the Assembly1

"2.       Criteria determining the choice of candidates

      The following criteria shall determine the choice of candidates:

a.       The recruitment of persons of the highest ability and integrity and suitability for the post to be filled.

b.       The qualifications and experience of persons already employed by the Council of Europe shall be taken into consideration, so that members of the Secretariat may have reasonable prospects of promotion.

c.       The desirability of ensuring an equitable geographical allocation of appointments among nationals of the member states subject to the overriding interests of efficiency. No office in the Secretariat shall be considered to be the prerogative of any particular member state.

6.       Procedure in the Bureau

      The proposals submitted to the Assembly by the Committee of Ministers shall be examined by the Bureau, which may summon candidates to an interview. The Bureau shall then transmit the proposals to the Assembly, indicating, if it thinks fit and where appropriate, its own order of preference and the order of preference of the Committee of Ministers with regard to the candidates.

7.       Procedure in the Assembly

a.       The Assembly shall proceed to make the appointment.

b.       Voting shall be by secret ballot.

c.       An absolute majority of the votes cast shall be required at the first ballot and a relative majority at the second.

8.       Term of office and possible re-appointment

a.       The three senior officials shall henceforth be appointed for a period of five years.

b.       Not less than six months before the expiry of the term of any such official, the procedure laid down in the preceding clauses shall be set in motion; the official may be put forward again as a candidate in accordance with clause 1, and his term may always be renewed for a period specified in advance by agreement between the Assembly and the Committee of Ministers in the Joint Committee."

      The Committee of Ministers, under the terms of Article 36.b of the Statute of the Council of Europe,

      Having regard to the Rules of Procedure for appointment to the posts of Secretary General, Deputy Secretary General and Clerk of the Assembly having the rank of Deputy Secretary General;

Curriculum vitae of Johan C. Løken

      Mr Johan Christen LØKEN was born on 27 July 1944. He is a member of the Norwegian parliament (Stortinget) for the Conservative Party since 1981, and a former Minister of Agriculture (1981-83). Member of the EFTA Committee of Parliamentarians since 1985 and Chairman of the committee 1987-88.

Education

      Mr Løken received a Master's degree in Forestry Economics from the Norwegian College of Agriculture in 1969.

      Served subsequently as a consultant to the Norwegian Federation of Industries and the Norwegian Agricultural Research Council.

Professional and political experience

      Actively engaged in politics since 1963. He served as a local councillor on the Elverum Municipal Council 1971-79 and was a member of the Hedmark County Council 1979-81.

      Chairman of the Council of the Norwegian Regional Development Fund, 1978-81.

      In the Conservative Party, Mr Løken has held office in the Young Conservatives and in the Federation of Conservative Students on both local and national levels. He has been Chairman of the Conservative Party Association in Hedmark and member of the Conservative Party Central Committee in 1976-82.

      Mr Løken was a deputy member of parliament 1977-81, and was elected a full member in 1981. He was Minister of Agriculture from 1981-83 in the government of Mr Kåre Willoch. Since 1983, he has been a member of the Norwegian parliament's Standing Committee on Financial Affairs. In this capacity he has acted as main Rapporteur on tax matters.

      Since 1985 Mr Løken has been a member of the EFTA Committee of Parliamentarians. He was Chairman of the committee 1987-88. Since 1986 he has chaired the committee's Working Group on Fisheries and Agriculture. Mr Løken was a member of the Nordic Council 1989-90.

Languages

      He speaks fluent English and has a working knowledge of French.

      Mr Løken is married since 1970 to Randi Øxseth.
