MOTION FOR A RESOLUTION

on strengthening the structures of the

Council of Europe Secretariat

presented by Mr PINI and others

1.       The Assembly welcomes the increasing political role of the Council of Europe which, largely by virtue of its new responsibilities vis-à-vis the countries of Central and Eastern Europe, is assuming a pan-European dimension, and considers that the time is right for a review of the Organisation's Statute.

2.       The moves now under way to adapt the Statute to the new objectives should also be seen as an occasion for reforming the structures of the Organisation's Secretariat, which are obsolete.

3.       The Assembly therefore recommends that the Committee of Ministers explore without delay the possibility of increasing the number of deputy Secretaries General, as a means of facilitating the reallocation of duties among the highest posts within the Council of Europe Secretariat, and of increasing their efficiency.
