COMMUNICATION FROM THE COMMITTEE OF MINISTERS
Resolutions inviting Estonia, Lithuania and Slovenia
to become members of the Council of Europe
RESOLUTION (93)23
Invitation to Estonia
to become a member of the Council of Europe
(adopted by the Committee of Ministers on 13 May 1993
at the 493bis meeting of the Ministers' Deputies)
The Committee of Ministers,
Considering the wish expressed by Estonia to become a member of the Council of Europe;
Having taken note of the intention of the Government of Estonia to sign the European Convention for the Protection of Human Rights and Fundamental Freedoms upon the deposit by the said Government of its instrument of accession to the Statute of the Council of Europe;
Having, in accordance with the provisions of Statutory Resolution (51)30A, consulted the Parliamentary Assembly, which has expressed a favourable opinion (Opinion No. 170);
Observing with satisfaction that Estonia complies with the conditions laid down in Article 4 of the Statute;
Having regard to Article 16 of the Financial Regulations,
Resolves:
i. to invite Estonia to become a member of the Council of Europe and accede to the Statute;
ii. to fix at 3 the number of Estonia's Representatives in the Parliamentary Assembly;
iii. to determine Estonia's various proportionate financial contributions to the Council of Europe according to the Appendix to this Resolution of which it forms an integral part;
Instructs the Secretary General to notify the Government of Estonia of these decisions and to make all necessary arrangements for their implementation.
Appendix to Resolution (93)23
1. The Committee of Ministers, in accordance with Resolution (74)25, as further amended and taking account of the decision of the Committee of Ministers concerning the calculation of scales of contribution at the 449th meeting of Ministers' Deputies, fixes the proportion of Estonia's contribution to the ordinary and pensions budgets at 0,33%.
2. The Committee of Ministers, in accordance with Resolution (86)30, fixes the proportion of Estonia's contribution for the financing of the Human Rights Building at 0,30%.
3. The amount which Estonia is to contribute to the Working Capital Fund, calculated in accordance with the same percentage as for the ordinary budget, is 62700 FF which is added to the Fund's present total.

Invitation to Lithuania
to become a member of the Council of Europe

The Committee of Ministers,
Considering the wish expressed by Lithuania to become a member of the Council of Europe;
Having taken note of the intention of the Government of Lithuania to sign the European Convention for the Protection of Human Rights and Fundamental Freedoms upon the deposit by the said Government of its instrument of accession to the Statute of the Council of Europe;
Having, in accordance with the provisions of Statutory Resolution (51)30A, consulted the Parliamentary Assembly, which has expressed a favourable opinion (Opinion No. 168);
Observing with satisfaction that Lithuania complies with the conditions laid down in Article 4 of the Statute;
Having regard to Article 16 of the Financial Regulations,
Resolves:
i. to invite Lithuania to become a member of the Council of Europe and accede to the Statute;
ii. to fix at 4 the number of Lithuania's Representatives in the Parliamentary Assembly;
iii. to determine Lithuania's various proportionate financial contributions to the Council of Europe according to the Appendix to this Resolution of which it forms an integral part;
Instructs the Secretary General to notify the Government of Lithuania of these decisions and to make all necessary arrangements for their implementation.
Appendix to Resolution (93)24
1. The Committee of Ministers, in accordance with Resolution (74)25, as further amended and taking account of the decision of the Committee of Ministers concerning the calculation of scales of contribution at the 449th meeting of Ministers' Deputies, fixes the proportion of Lithuania's contribution to the ordinary and pensions budgets at 0.56%.
2. The Committee of Ministers, in accordance with Resolution (86)30, fixes the proportion of Lithuania's contribution for the financing of the Human Rights Building at 0.51%.
3. The amount which Lithuania is to contribute to the Working Capital Fund, calculated in accordance with the same percentage as for the ordinary budget, is FF 106,400 which is added to the Fund's present total.

Invitation to Slovenia
to become a member of the Council of Europe

The Committee of Ministers,
Considering the wish expressed by Slovenia to become a member of the Council of Europe;
Having taken note of the intention of the Government of Slovenia to sign the European Convention for the Protection of Human Rights and Fundamental Freedoms upon the deposit by the said Government of its instrument of accession to the Statute of the Council of Europe;
Having, in accordance with the provisions of Statutory Resolution (51)30A, consulted the Parliamentary Assembly, which has expressed a favourable opinion (Opinion No. 169);
Observing with satisfaction that Slovenia complies with the conditions laid down in Article 4 of the Statute;
Having regard to Article 16 of the Financial Regulations,
Resolves:
i. to invite Slovenia to become a member of the Council of Europe and accede to the Statute;
ii. to fix at 3 the number of Slovenia's Representatives in the Parliamentary Assembly;
iii. to determine Slovenia's various proportionate financial contributions to the Council of Europe according to the Appendix to this Resolution of which it forms an integral part;
Instructs the Secretary General to notify the Government of Slovenia of these decisions and to make all necessary arrangements for their implementation.
Appendix to Resolution (93)25
1. The Committee of Ministers, in accordance with Resolution (74)25, as further amended and taking account of the decision of the Committee of Ministers concerning the calculation of scales of contribution at the 449th meeting of Ministers' Deputies, fixes the proportion of Slovenia's contribution to the ordinary and pensions budgets at 0,46%.
2. The Committee of Ministers, in accordance with Resolution (86)30, fixes the proportion of Slovenia's contribution for the financing of the Human Rights Building at 0,41%.
3. The amount which Slovenia is to contribute to the Working Capital Fund, calculated in accordance with the same percentage as for the ordinary budget, is 87400 FF which is added to the Fund's present total.
