MOTION FOR A RECOMMENDATION

on economic crime

presented by Mr FRANCK and others

1.       On 25 June 1981, the Committee of Ministers adopted Recommendation R (81) 12 on economic crime, including an appendix listing economic offencies. Since the adoption of that recommendation economic crime has spread more and more in Europe.

2.       This type of crime has strong international tentacles.

3.       Economic crime is particularly dangerous because it undermines the sense of responsibility and solidarity in society.

4.       Economic crime, especially in organised forms, represents a great peril for the welfare societies that have emerged in large parts of Europe.

5.       The scope, direction and consequences of economic crime, also in organised form, should be mapped out further.

6.       In order effectively to curtail all economic criminality a widened and intensified European co-operation is needed in the fields of politics, research, law enforcement, police and measures for the purpose of preventing crime.

7.       The Assembly therefore recommends that the Committee of Ministers

i.       take steps to accomplish new and further investigations and research in the field of economic crime, including organised economic crime;

ii.       urge member governments to give high priority to intensified and widened European co-operation in the field of economic crime.
