MOTION FOR A RESOLUTION

on the situation in the Caucasus

presented by Mr KIRATLIOǦLU and others

1.       The Assembly is gravely concerned about the serious deterioration in the conflict between the Republic of Armenia and the Republic of Azerbaijan as a consequence of the recent Armenian attacks on several fronts, and notes with alarm the threat posed for the territorial integrity of Azerbaijan by the Armenian onslaught perpetrated in Azeri territory.

2.       The new dimensions of Armenian aggression constitute a serious escalation in the Nagorno-Karabakh conflict, which threatens international peace and security in the region.

3.       The Assembly deeply deplores the continuous loss of innocent lives and the alarmingly tragic conditions of the displaced persons, particularly in the district of Kelbadjar occupied by Armenian troops where a population of 80 000 Azeris live in total isolation from the rest of the world.

4.       Consequently, the Assembly

i.       condemns Armenia's war against Azerbaijan, which is in flagrant violation of its commitments under the United Nations Charter, the Helsinki Final Act, the Paris Charter and other CSCE documents, and requests the immediate withdrawal of all Armenian troops from Azeri territory;

ii.       demands that an immediate end be brought to these disturbing events before they spread any further, take more innocent lives and create more refugees;

iii.       demands that the necessary conditions be created for the return of the displaced persons and rapid delivery of humanitarian assistance.
