MOTION FOR A RECOMMENDATION

on the military attack on Baghdad

presented by Mr FRANCK and others

1.       The Assembly has noted with deep concern that the United States cruise missile attack against Iraq's intelligence headquarters in Baghdad on June 27, led to the killing of reportedly at least eight civilians, injuring many others.

2.       It has noted that the attack has been motivated as a response to the alleged terrorist plot on the life of a former United States President.

3.       While strongly dissociating itself from state terrorism, the Assembly is at the same time afraid of the risks of creating a vicious circle.

4.       The Assembly has doubts whether the United States action is in conformity with international law.

5.       Great importance is attached to the fact that the United Nations Security Council has been called upon to evaluate urgently the present situation.

6.       Steps must be taken to avoid a recurrence of such attacks in the future.

7.       Consequently, the Assembly recommends that the Committee of Ministers:

i.       evaluate the situation, particularly from the point of view of international law;

ii.       take steps in order to avoid a recurrence.
