MOTION FOR A RECOMMENDATION

on the conduct of Croatia in the

territories of former Yugoslavia

presented by Mr FERRARINI and others

      The Assembly,

1.       Considers as particularly serious the recent events which have led to mass violations of human rights in the territories of former Yugoslavia, notably in Bosnia-Herzegovina;

2.       Recalls the affirmations of the recent Resolution 999 (1993) on the situation in Bosnia-Herzegovina;

3.       Vigorously reaffirms the principles set out in Recommendation 1204 (1993) on the creation of a transitional mechanism for the protection of human rights in European non-member states of the Council of Europe;

4.       Stresses the importance of the establishment of an international court to judge war crimes, as demanded by Recommendation 1189 (1992), adopted on 1 July 1992;

5.       Also regrets the gravity of the conduct of Croatia itself during the recent months of the current conflict in the territories of former Yugoslavia, and considers that its special guest status should be withdrawn;

6.       Consequently recommends that the Committee of Ministers and the Governments of member states adopt a firm position vis-a-vis Croatia.
