MOTION FOR A RECOMMENDATION

on the opening of a Council of Europe

liaison office in eastern Europe 1

presented by Mr FLÜCKIGER and others

1.       The Assembly attaches great importance to the honouring of the new member states' commitments concerning the rule of law and respect for human rights and fundamental freedoms.

2.       "The Assembly considers that the honouring of these commitments is a condition for full participation of parliamentary delegations of new member states in its work"

(Order No. 488 (1993)).

3.       Convinced that the monitoring of legislative developments and the supervision of human rights condition the trust placed in the Council of Europe, the Assembly recommends that the Committee of Ministers:

i.       authorise the temporary opening of a Council of Europe liaison office in a country to be designated in central or eastern Europe;

ii.       instruct this office to co-operate closely with the national authorities of the countries concerned to keep abreast of developments in relevant legislation and receive communications from citizens who consider that their fundamental rights have been breached;

iii.       enlist the support of, and if necessary co-ordinate its activities with, the information and documentation units located in eastern Europe.
