MOTION FOR A RECOMMENDATION

on a reconstruction programme in former Yugoslavia 1

presented by Mr MUEHLEMANN and others

      The Assembly,

1.       Observing that, after several years of war in former Yugoslavia, hundreds of thousands of refugees have been displaced and, as undesirable victims, are forced to live in extremely precarious dwellings;

2.       Noting with horror that, during this war, many women have been despicably and brutally raped;

3.       Being aware that the war has resulted in the deaths of many adults, leaving a great number of orphaned children abandoned to their own devices;

4.       Being equally aware of the ravages caused by the war, which include the destruction of dwellings, the destruction of religious sites, the wrecking of cultural treasures and the devastation of natural resources,

5.       Recommends that the Committee of Ministers:

i.       develop a resettlement programme for refugees and provide support for the reconstruction of dwellings;

ii.       organise a programme of treatment for rape victims;

iii.       establish a schooling programme for children and teenagers;

iv.       prepare a restoration programme for religious sites and cultural treasures.
