MOTION FOR A RESOLUTION

on the need for new initiatives

on the part of the Council of Europe

to ensure improved and more equitable North-South relations 1

presented by Mr HOLTZ and others

1.       The Assembly welcomes the commitment made by the Heads of State and Government of Council of Europe member states in their Vienna Declaration of 9 October 1993 to the "bonds of friendship with non-European states sharing the same values", and their "wish to develop with them our common efforts to promote peace and democracy".

2.       The Assembly also notes with satisfaction the declaration's further pledge that the "deepening of co-operation in order to take account of the new European situation should in no way divert us from our responsibilities regarding North-South interdependence and solidarity".

3.       The Assembly considers that the above entails a particular responsibility for the Council of Europe to pursue and intensify, in the form of new concrete initiatives, its longstanding work on behalf of improved and more equitable North-South relations, and of a worldwide development toward democracy, human rights and an existence which is economically productive, socially just and respectful of the natural environment.
