MOTION FOR A RESOLUTION

on Albanian asylum-seekers from Kosovo1

presented by Mr FLÜCKIGER and others

1.       The Assembly is seriously concerned by the information concerning the persistence of human rights violations against the Albanian population in Kosovo.

2.       Thousands of Kosovans have sought asylum in several Council of Europe member states; for instance, 40 000 are reported to have found refuge in Sweden.

3.       Some member states are apparently rejecting Kosovan asylum-seekers and organising their forced repatriation via the former Yugoslav Republic of Macedonia.

4.       It is all the more difficult to assess the real situation in Kosovo because the authorities have refused to allow the CSCE observer delegation to extend its visit.

5.       Consequently, the Assembly:

      i.       invites the governments of the member states to grant any requests for temporary protection made by Kosovo Albanians;

      ii.       recommends that the CSCE observers return to Kosovo;

      iii.       calls on the authorities in Kosovo strictly to respect human rights.
