The Kurdish question

Motion for a Resolution

The Assembly,

1.         Having regard to the war which for twelve years has been devastating the eastern provinces of Turkey inhabited by a Kurdish majority;

2.         Considering that the experience of the last seventy years has shown the futility of any attempt to resolve the Kurdish question through military force;

3.         Considering that the price of this conflict is an extremely heavy one in human terms and disastrous economically;

4.         Recalling Assembly Recommendation 1266 which called on the Turkish government to find a political solution to the Kurdish problem through peaceful means;

5.         Considering that the leader of the PKK declared a unilateral cease-fire on 14 December 1995 with a view to facilitating dialogue;

6.         Aware that the European Parliament, in its resolution of 17 January 1996, welcomed the PKK cease-fire offer,

7.         Notes and welcomes the cease-fire offer, and

i.          calls on the Turkish Government to accept this offer and to enter into talks with the PKK and other representatives of the Kurdish people with a view to finding a just political solution to the conflict;

ii.          urges the Turkish Government to take urgent and appropriate measures to provide assistance to the civilian victims of this conflict, and accordingly to facilitate the action of the humanitarian organisations;

iii.         considers it to be a matter of urgency that the necessary representations must be made to the Turkish Government.
