MOTION FOR A RECOMMENDATION

            The Assembly

1.         Responding to the European Youth Campaign against racism, xenophobia, antisemitism and intolerance;

2.         Recognising the considerable work done by the Council of Europe in the fields of human rights education, education for genuine democracy, history teaching and related areas;

3.         Believing that the time has come for pilot projects and feasibility studies to be converted into governmental policy, into public service broadcasting and classroom teaching;

4.         Recommends that the Committee of Ministers

a.         establish and make accessible, for example on Internet, a European database of educational materials for the promotion of tolerance and intercultural and inter-racial understanding;

b.         promote the further contribution of non-governmental organisations to this process;

c.         ask the European Commission against Racism and Intolerance to evaluate national policies of human rights education.

5.         Requests the Committee of Ministers to ask member governments, where necessary in collaboration with the relevant local or regional authorities,

a.         to review curricula at all levels from primary to university with a view to introducing elements for the elimination of racial prejudice and the promotion of tolerance;

b.         to include human rights education in basic and in-service teacher training;

c.         to involve parent-teacher associations in the process of education for tolerance and human rights.
