  <p style="text-align: justify"><span style="letter-spacing: -.1pt">1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;
  The Vienna Declaration, adopted by the Heads of State and Government of the
  Council of Europe's member States at their summit meeting on 9 October 1993,
  responded to the political situation at the time and set out the criteria for
  the organisation's enlargement to Central and Eastern European countries.</span></p>
  <p style="text-align: justify"><span style="letter-spacing: -.1pt">2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;
  This enlargement is now nearing its completion. A new role, as the
  Organisation of the entire European Continent, must be played by the Council
  of Europe.</span></p>
  <p style="text-align: justify"><span style="letter-spacing: -.1pt">3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;
  The Organisation's 'acquis', its standards and principles, and its
  credibility, must at the same time be safeguarded. Monitoring member States'
  obligations and commitments will be an essential task in this respect.</span></p>
  <p style="text-align: justify"><span style="letter-spacing: -.1pt">4.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;
  Concrete steps must also be taken to meet the great needs of new member states
  for training programmes and to substantially develop specific cooperation
  projects.</span></p>
  <p style="text-align: justify"><span style="letter-spacing: -.1pt">5.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;
  A visible high-level political and financial commitment to meet these
  challenges is indispensable to guarantee the democratic stability of Europe
  and the respect of human rights in all member countries.</span></p>
  <p style="text-align: justify"><span style="letter-spacing: -.1pt">6.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;
  For these reasons, the Assembly recommends that the Committee of Ministers
  take the necessary steps for the rapid holding of a new Summit of the Heads of
  State and Government of the Council of Europe's member states.</span></p>
