Follow-up action on the Warsaw Conference on economic reform in central and eastern Europe (22-24 May 1996)

MOTION FOR AN ORDER

presented by Mr VALLEIX and others

This motion has not been discussed in the Assembly and commits only the members who have signed it

            The Assembly,

            Considering the interest of the discussions at this conference;

            Considering the positive character of the exchange of views held between the representatives of the United Nations Economic Commission for Europe, on the one hand, and the members of the Council of Europe Parliamentary Assembly, on the other,

            Emphasising the significance of the conference's work, not just for the states of central Europe, but also for those of western Europe, and thus for European co-operation as a whole;

            Considering that diversity of approaches and proposals is bound to enrich the political decision-making process in which parliamentarians in all the Council of Europe's member states participate;

            But considering that, apart from this exceptional conference, the work of the United Nations Economic Commission for Europe is never the subject of parliamentary debate;

            Recalling that the Council of Europe Assembly already provides OECD, EFTA and the EBRD with a parliamentary dimension and a framework for dialogue, when their annual progress reports are presented, thus contributing to the indispensable democratic debate;

            Emphasising that the Council of Europe's present membership makes it the most appropriate forum for a regular encounter between the representatives of the United Nations Economic Commission for Europe and the representatives of all the peoples of Europe meeting in the Council of Europe Assembly,

            Decides to organise a regular debate on the report of the Economic Commission for Europe, a United Nations regional organisation.
