1.         Written Question No. 369 (28 June 1996, Doc. 7610)

            Lord FINSBERG and Mr DAVIS,

            To ask the Committee of Minister if it has transmitted to the Parliamentary Assembly a copy of its document on the modalities of the implementation of the Declaration of 10 November 1994 concerning the monitoring of commitments accepted by member states and, if not, why not.

2.         Reply from the Committee of Ministers (11 September 1996)

            In reply to Written Question No. 369 by Lord Finsberg and Mr Davis, the Committee of Ministers wishes to inform the Honourable Parliamentarians that reference to the text on the procedure for implementing the Declaration of the Committee of Ministers of 10 November 1994 was made in the Statutory Report of 21 April 1995 (the day after its adoption). The text was also discussed at the Joint Committee meeting on 28 April 1995.   Furthermore, wide distribution of the text was assured on the occasion of the 96th Session of the Committee of Ministers (11 May 1995), since there was a specific reference to it in the Final Communiqu�. However, in view of the fact that the Declaration itself was communicated to the Assembly, the Committee of Ministers recognises that a decision could have been taken, exceptionally, to ask the Chairman of the Deputies to forward the implementing procedure to the President of the Assembly.
