Granting and withdrawal of consultative status to international non-governmental organisations

COMMUNICATION FROM THE SECRETARY GENERAL
1. In accordance with Committee of Ministers Resolution (93) 38 on relations between the Council of Europe and international non-governmental organisations, the Secretary General communicated to the Committee of Ministers and the Parliamentary Assembly, on 31 May 1996, the names of the international non-governmental organisations to which he had decided to grant consultative status.
2. In the absence of any objection founded on the conditions set out in paragraph 9 of the appendix to Resolution (93) 38, the decision of the Secretary General should be considered as a decision of the Committee of Ministers after a period of three months following this communication.
3. As no objection has been raised neither by the Committee of Ministers nor by the Parliamentary Assembly during this period, the following twenty international non-governmental organisations will be granted consultative status with the Council of Europe from 31 August 1996:
* International Academy of Legal Medicine (IALM)
* Association of Schools of Public Health in the European Region (ASPHER)
* European Association of Hospital and Health Services Social Workers (AEASHS)
* European Newspaper Publishers' Association (ENPA)
* European Association for Leisure Time Institutions of Children and Youth (EAICY)
* European Association of Régies de Quartier (AERDQ)
* Association Francophone d'Amitié et de Liaison (AFAL)
* European Help Centre for Non-Profit Organisations
* European Conference of Christian Radios (CERC)
* Eurolink Age
* Federation of European Laboratory Animal Science Associations (FELASA)
* Federation of European Direct Marketing (FEDIM)
* World Federation of Modern Language Associations
* European Forum for Child Welfare
* European Forum of Victim Services (EFVS)
* United for Intercultural Action
* International Group of Catholic Parents' Associations (OE-GIAPEC)
* Kiwanis International, European Federation
* European Advertising Tripartite (EAT)
* European Non-Governmental Sports Organisation (ENGSO).
4. In accordance with Committee of Ministers Resolution (93) 38, paragraphs 10 and 11 of its appendix, the Secretary General communicated also to the Committee of Ministers and the Parliamentary Assembly, on 31 May 1996, the names of the international non-governmental organisations to which he had decided to withdraw consultative status.
5. In the absence of any objection founded on the conditions set out in paragraph 11 of the above-mentioned appendix, the names of these organisations that have thus been communicated shall be removed from the list of NGOs enjoying consultative status with the Council of Europe three months later.
6. As no objection has been raised neither by the Committee of Ministers nor by the Parliamentary Assembly during this period, the following sixteen international non-governmental organisations will be withdrawn consultative status with the Council of Europe from 31 August 1996:

+ European Association of Radiology
+ European Association of Thermology (EAT)
+ International Association of Schools of Social Work (IASSW)
+ International Hotel Association (IHA)
+ International Association of the Soap and Detergent Industry (AIS)
+ World Medical Association
+ International Centre of Studies and Documentation on the European Communities (CISDCE)
+ International Humanitarian Centre
+ Free International Federation of Deportees and Resistance Internees (FILDIR)
+ European Institute for Vocational Training (IEFP)
+ Socialist International Women (SIW)
+ Austrian College
+ International Union of Testing and Research Laboratories for Materials and Structures (RILEM)
+ European Union of Public Accountants
+ International Association of Crafts and Small and Medium-Sized Enterprises (IACME).
7. Moreover, since the last communication of 31 May 1996 to the Committee of Ministers and the Parliamentary Assembly, referred to in paragraphs 1 and 4 above, the Secretary General has also noted that the two following NGOs appearing on the list of those enjoying consultative status have ceased their activities. Accordingly, the Secretary General has removed these NGOs from the list:
- European College of Surgeons (ECS)
- Commission for Greater Europe.
8. At present, 369 NGOs are enjoying consultative status with the Council of Europe.
