The organisation in 1998 of a European Campaign on North-South Interdependence and Solidarity

MOTION FOR A RECOMMENDATION

presented by Mr MARTíNEZ and others

This motion has not been discussed in the Assembly and commits only the members who have signed it

            The Assembly,

1.         Recalling the successful European Public Campaign on North-South Interdependence and Solidarity, organised in 1988 under the auspices of the Council of Europe and in close co-operation with the European Commission, and the consequent setting up of the North-South Centre in Lisbon;

2.         Realising that Europe cannot neglect its special responsibility to create a better climate of understanding in Europe and elsewhere in order to face in a spirit of co-operation the major challenges posed by growing globalisation of the world economy, mobility of people and the social and environmental problems affecting many areas in the world;

3.         Recognising that sustainable human development cannot be achieved without at the same time making faster progress towards pluralist democracy and the protection of human rights in all parts of the world;

4.         Considering that the World EXPO to be held in 1998 in Lisbon, ten years after the 1988 Campaign, would offer a most appropriate occasion to raise greater public awareness of the crucial issues of North-South interdependence and solidarity,

5.         Recommends that the Committee of Ministers,

i.          decide that the Council of Europe organise a new Europe-wide North-South Campaign in 1998 - ten years after the first one - with major participation of our Centre in Lisbon and in close co-operation with the European Union, the United Nations Development Programme, and the OECD Development Centre, as well as with non-governmental organisations and local and regional authorities;

ii.          take advantage of the 1998 World EXPO to make the Council of Europe and its North-South Centre better known to the several millions of expected visitors, with special focus on the Council of Europe's work on democracy and human rights, and integrate the 1998 Campaign message in its activities at the EXPO;

iii.         make adequate resources available for these purposes.
