MOTION FOR A RESOLUTION

on the need to reduce the overlap of responsibilities

between international organisations

presented by Mr ÁRNASON and others

This motion has not been discussed in the Assembly and commits only the members who have signed it

      The Assembly,

1.       Noting the increasing overlap in the responsibilities of several international organisations, such as the Council of Europe, the European Union, the OSCE and others, and the inevitable duplication of work resulting from that overlap;

2.       Recognising that membership of such international organisations varies, although to a diminishing degree;

3.       Noting with pleasure the Dayton Agreement's commendable division of responsibilities between various international organisations, with the hope that it can serve as an example in future;

4.       Calls on the member states of the Council of Europe

i.       to stimulate member countries to examine the scope of work and give priority to core functions in the organisations in which they are represented;

ii.       to take this overlap of responsibilities and duplication of work into serious consideration, with a view to reducing the tax-payers' burdens;

iii.       to utilise the forthcoming summit to announce a new policy in this respect.
