Protection of children and young people in Albania

1. The Assembly considers that its function, in the troubled period which Albania is going through at present, must not be confined to debates and to monitoring the elections due to be held in that country.

2. The Assembly feels that the undertakings accepted by its member states in accordance with the United Nations Convention on the Rights of the Child and the European Strategy for Children (Recommendation 1286 (1996)) must be carried into effect and call for its urgent action. The Assembly considers that an action plan on behalf of children in Albania urgently needs to be devised and adopted.

3. This plan should inter alia identify the requisite social measures to be taken for displaced or homeless children, to reunite families, disarm children in possession of weapons and ensure that they do not take part in the conflict, to preserve their right to education and medical care, and to protect them against all forms of economic, sexual or other exploitation.
