1.Following the Assembly's Resolution 1078 (1996)
on the economic situation in Belarus, Russia and Ukraine, the
developments there continue to give rise to both hope and
concern: hope, in that many parts of the Russian and Ukrainian
economies are showing dynamic growth, while inflation and budget
deficits are being brought under greater control. Concern, in
that the coming months will be crucial in determining whether
growth and reforms will have turned a corner, and in that much
remains to be done in such fields as institution-building,
economic legislation and business ethics before these countries
can be said to have reached firmer ground.

2.Considering the vital importance of stable and
growing economies in Russia and Ukraine for the whole of the
neighbouring region and Europe, the Assembly reaffirms the
Council of Europe's commitment to continued assistance in the
reform efforts, within the framework of its cooperation with
institutions such as the European Union, the OECD, the European
Bank for Reconstruction and Development, the International
Monetary Fund and the World Bank.
