Additional protocol to the European Convention on Human Rights on social rights

The Assembly,

1. Considering its long experience and participation in the supervision procedure of the European Social Charter;

2. Taking into account the outcome of recent deliberations during the Colloquy on the Social Charter and the Parliamentary Assembly Colloquy on Social Cohesion;

3. Convinced that a harmonious co-operation between the member states of the Council of Europe and democratic stability and cohesion depend on the recognition of a minimum core of fundamental social rights,

4. Asks the Committee of Ministers to study the possibility of elaborating an additional protocol to the European Convention on Human Rights encompassing fundamental social rights.
