Situation in Algeria

Motion for a Recommendation presented by Mr Atkinson and others

1. The Assembly strongly condemns the continuing wave of massacres in Algeria.

2. Only genuine political dialogue can put an end to the violence which claimed so many innocent lives since the beginning of the conflict in 1992. The Algerian government should establish such dialogue with all political forces rejecting violence, and re-establish the rule of law.

3. In the light of the gravity of the situation, the international community should stand ready to assist Algeria.

4. The Assembly should establish contacts with the Algerian Parliament as a contribution to such a political dialogue.

5. The Council of Europe, as Europe's guardian of democracy and human rights, should make its particular expertise available to Algeria.

6. Consequently, the Assembly calls on the Committee of Ministers to explore the possibilities of co-operation with Algeria with a view to restoring normal democratic conditions.
