      MOTION FOR AN ORDER

      on the Council of Europe's contribution

      to the renewal of the United Nations

      presented by Mr Gross and others

This motion has not been discussed in the Assembly and commits only the members who have signed it

      The Assembly,

1.       Concerned at the fact that the United Nations Organisation (UN) is having difficulty in performing its tasks in the interests of the entire world;

2.       Worried by the UN's inability to respond adequately to the challenges of the 21st century;

3.       Regretting the UN's inability to perform its tasks because certain important members of the UN are unwilling to fulfil their obligations;

4.       Underlining the need for all member states of the Council of Europe to act together to promote the necessary renewal of the UN;

5.       Anxious to find a common strategy with the developing countries in order to reform the UN;

6.       Invites the Secretary General of the United Nations to state his views on the renewal of the UN;

7.       Considers it necessary to draft a report setting out the priorities for reform and a common approach to the matter by the member states of the Council of Europe;

8.       Intends that this should constitute its contribution to an in-depth debate within its ranks on the role to be played by the United Nations Organisation during the 21st century to promote a world governed by unity, justice and peace.
