The undersigned, members of the Assembly,
- aware of the horror of the massacres, the suffering of the refugees and the tragedy of the ethnic cleansing in Kosovo brought about by the authoritarian Milosevic regime;
- aware also of the fact that NATO's military intervention has not achieved any of its objectives and has not brought forward the solution to the problems in the Balkans;
aware, finally, of the danger of an extension of the crisis to the surrounding countries;
Ask:
- firstly, for politics to be given a further opportunity to stop the clock of war;
- the governments of the Council of Europe to oppose the transformation of NATO's intervention into a ground war and an invasion of Kosovo, since such an outcome would represent a point of no return, and the postponement sine die of any prospect of a functioning and autonomous political Europe;
- for a revival of the political role and diplomatic activity of the great organisations, such as the UN, the OSCE and the Council of Europe itself, which alone represent the international community, with a view to convening a conference on peace and security in the Balkan region.
