Nature and extent of the rights contractually acquired by the Council of Europe staff

Motion for a resolution

This motion has not been discussed in the Assembly and commits only the members who have signed it

The Assembly,

      Noting with concern that the principle of contractually acquired rights of Council of Europe staff is not always respected in recommendations emanating from the Co-ordinating Committee on Remuneration (CCR);

      Convinced of the need to introduce a consultation mechanism permitting regular meetings between the budget experts of the CCR and the Organisation’s staff, especially as regards the latters’ right to defend their conditions of employment;

Recalling its previous work in this field, in particular Recommendation 944 (1982) on salary negotiation policy in the co-ordinated organisations, Recommendation 1000 (1984) on the European Civil Service, and Recommendation 1102 (1989) on national civil services and international civil services,

Calls upon the member states of the Council of Europe:

— to work more closely together in order to gain a clearer understanding of the nature of those acquired rights, and to suggest ways in which their observance can be fully upheld;

— to ensure that future recommendations by the CCR are in full accordance with the contractually acquired rights of Council of Europe staff.
