Drawing up a European strategy in the field of demography

Motion for a recommendation

presented by Mr Birraux and others

This motion has not been discussed in the Assembly and only expresses the views of the members who have signed it

The Assembly,

- stressing the central role played by the demographic factor in sustainable economic and social development throughout the world,

- recalling the need to ensure the rapid stabilisation of the world population,

- considering that population issues are not merely about bringing fertility under control and population programmes not simply about the provision of contraceptives,

- stressing the urgent need for the international community to mobilise the appropriate financial means to implement vital population programmes,

- referring to the recommendations of the Cairo International Conference on Population and Development (ICPD) held in September 1994,

- stressing that the Paris Appeal, launched by French-speaking parliamentarians on 23 September 1997, called for the setting up of parliamentary groups supportive of maternal, infant and family health policies (reproductive health) taking full account of family planning, and for the development of North-South and South-South co-operation and mutual assistance between these groups,

- bearing in mind the conclusions of the Hague International Forum of 8-12 February 1999, which inter alia called for increasing the percentage of the GDP earmarked for public aid to development to 0.7%, allocating at least 20% of these funds to meeting the needs of adolescents, increasing the participation of the private sector in the mobilisation of resources, and making HIV/AIDS prevention a top priority,

- stressing the importance for future policies of the assessment, shortly to be carried out by the United Nations, of action undertaken since the Cairo Conference,

Recommends that the Committee of Ministers:

1. encourage the drawing up of a European strategy in the field of demography:

a.       including systematically the population dimension in development programmes and the funding of information and education projects aimed at the young relating to health and reproductive rights;

b.       redefining development aid policies in all sectors which determine demographic behaviour: education, culture, health, family policy, etc.

2.       to this end, take the initiative of organising a European meeting between the various operators in the field of population policies: governments, European institutions and international organisations, public and private donors, NGOs.
