1. The Assembly notes that technological innovation and restructuring have come to form one of the chief parameters of economic health and increased competitiveness at world level.

2. This is particularly the case with a number of leading-edge technologies whether of long standing, such as aeronautical engineering, robotics, computers and electronics, or of recent origin and hitherto by no means widely exploited in industry and trade, such as semiconductors, new materials, biotechnologies and certain applications in the telecommunications sphere. It is generally acknowledged that these sectors will have a central socioeconomic role in the years ahead and may therefore be classed as "strategic".

3. The Assembly accordingly invites member states to rethink their technology policies as follows:

-       adaptation of technology policies to the major socioeconomic trends and to future needs;

-       fuller integration of national R and D programmes with the industrial priorities thereby defined;

-       consideration of Europe's enlarged geographical context taking in the central and east European countries and its implications for technology policies, firstly perhaps the question of conversion of military technologies;

- co-ordination of efforts to arrive at a common technology policy strategy with a view to enhancing Europe's industrial competitiveness.
