MOTION FOR A RECOMMENDATION

on free and fair elections in Turkey

presented by Mr EISMA and others 1

1.       The Assembly notes that local elections will take place in Turkey on 27 March 1994.

2.       However the immunity of Deputies of the Democracy Party (DEP) has been removed and therefore freedom of expression is seriously restricted, in contradiction with the principles set out in the European Convention on Human Rights.

3.       Moreover, certain articles of the electoral law have been changed to the detriment of full democratic participation.

4.       Therefore, the Assembly asks the Committee of Ministers to take all necessary measures towards Turkey in order to ensure that free and fair elections can be held in the future, in accordance with Turkey's commitments under the European Convention on European Rights.
