At the request of the State Census Commission in Skopje, the Group of Experts subsequently continued to assist the Statistical Office in the computer processing of the data. It has delivered an interim report on its findings and the work of the observers to the Prime Minister.

At their 516th meeting, the Deputies decided to invite "The Former Yugoslav Republic of Macedonia" to participate as an observer in the work of the intergovernmental committees as well as the "Greater Europe" projects in which it had shown an interest.

4. Consequences of enlargement of the Council of Europe

Following the call at the 94th Ministerial Session on 11 May 1994 for a detailed report on the consequences of enlargement of the Organisation for the 95th Session (10 November 1994), the Deputies have continued their work on this subject, and have agreed that the meeting of the Joint Committee on 7 October should be devoted to the geographical enlargement of the Council of Europe and more particularly its consequences.

5. Relations between the Council of Europe and the CSCE

The Council of Europe organised a Seminar jointly with the CSCE's Office for Democratic Institutions and Human Rights (ODIHR) (Warsaw, 20-23 September 1994) on "Gypsies in the CSCE region".

Moreover, an ad hoc working party of the Deputies, with the task of preparing concrete decisions with a view to achieving pragmatic co-operation between the Council of Europe and the CSCE, is continuing its work, inter alia on the contribution of the Council of Europe to the CSCE Review Conference (Budapest, 10 October-2 December 1994).

6. Compliance with commitments accepted by member States

After the Committee of Ministers, at their 94th Session, took note of ideas concerning the monitoring of the obligations which membership of the Council of Europe entails, while expressing their determination to follow closely the respect for these obligations and instructing their Deputies to pursue the matter, an ad hoc working party of the Deputies is continuing work on this question.

7. Relations with the United States

The Bureau of the Ministers' Deputies, on the 9th of September 1994, held an exchange of views with Mr Ralph Johnson, Senior Official responsible within the State Department for co-operation programmes with Eastern Europe. This exchange of views focused on co-operation between the United States and the Council of Europe, in particular within the CSCE and the "G24", as well as in the framework of assistance and co-operation programmes.

8. Scales of member States' contributions

The Deputies have set up an ad hoc working group on the revision of the method of calculating the scales of member States' contributions to Council of Europe budgets, which is studying the possibility of revising the present system set up by the Resolution (74)25. The Group has reached an advanced stage in its work, and at their 516th meeting the Deputies agreed that the Chairman of the ad hoc working group should meet a representative of the Parliamentary Assembly to inform him about the progress made by the Committee of Ministers in this field.

9. Plan of Action on combatting racism, xenophobia, anti-semitism and intolerance

At their 516th meeting, the Deputies decided that States having applied for membership of the Council of Europe as well as the Holy See can be invited, if they so request, to participate in the work of the European Commission against Racism and Intolerance (ECRI) as an observer.

At the same meeting, they also marked their agreement in principle as to the extension of the geographical scope of the European Youth Campaign against Racism, Xenophobia, Anti-semitism and Intolerance to non-member States parties to the European Cultural Convention.

II. EUROPEAN CONVENTION ON HUMAN RIGHTS AND EUROPEAN SOCIAL CHARTER

On 7 July 1994, Germany ratified Protocols Nos. 9 and 10 to the Convention.

On 26 September 1994, Cyprus ratified Protocol No. 9 to the Convention.

Application of Articles 32 and 54 of the European Convention on Human Rights

A list of Resolutions adopted by the Committee of Ministers under the application of Articles 32 and 54 of the Convention appears at Appendix II to the present report. The texts of these Resolutions are available from the Directorate of Human Rights.

2. European Social Charter

On 18 August 1994, Finland ratified the Protocol amending the European Social Charter, bringing to seven the number of States having accepted this Protocol, which was opened for signature on 21 October 1991 and which will enter into force only when it has been ratified by all Contracting Parties to the European Social Charter.

A Drafting Group of the Committee on the European Social Charter (CHARTE-REL) met from 4 to 6 July 1994 to consider matters relating to the implementation of the various decisions taken by the CHARTE-REL Committee to improve the substantive content of the Charter and to make proposals for one or more instruments.

It finalised a draft revised European Social Charter which contained all the proposals made by the CHARTE-REL Committee, i.e. both amendments to the rights contained in the Charter and new rights, and incorporated the Additional Protocol of 1988. This Drafting Group also prepared a draft additional protocol as well as the various elements which might be included in one or more amending protocols. These drafts will be submitted to the plenary Committee to be discussed and adopted at its meeting from 10 to 14 October 1994.

At its 73rd meeting, held from 12 to 16 September 1994, the Governmental Committee considered, inter alia, various possibilities for a new system for the submission of reports in order to make a proposal on this matter, in consultation with the Committee of Independent Experts, to the Committee of Ministers, following the decision taken by the Ministers' Deputies at their 509th meeting (March 1994).

Given that a certain number of issues remained open, the Deputies acceded to this Ad Hoc Committee's request by setting additional terms of reference for the completion, before 14 October 1994, of the drafting of the framework Convention. In a message addressed to the CAHMIN, the Committee of Ministers moreover reiterated its wish to be able to open the framework Convention for signature on the occasion of the 95th Ministerial Session (10 November 1994) and expressed its willingness to assume the preparation of certain provisions or parts of the draft framework Convention that the CAHMIN would wish to refer to it.

At their 517th meeting (September 1994) the Deputies were made aware of the report of the 6th meeting (12-16 September 1994) of the CAHMIN which included, as an appendix, the draft framework Convention. The CAHMIN having decided to refer to the Committee of Ministers the elaboration of the provisions regarding the implementation of the undertakings contained in the framework Convention, the Deputies adopted immediately the necessary steps for an examination of the draft without delay as well as for the preparation of the aforementioned provisions on implementation.

The Commission held its 20th plenary meeting in Venice (9-10 September 1994). In the course of this meeting the members had an exchange of views with the Chair of the Enlarged group of Rapporteurs on Central and Eastern Europe of the Ministers' Deputies; the Commission further held an exchange of views with Mr Roelf Meyer, Minister for Constitutional Development and Provincial Affairs of South Africa, on the modalities of future co-operation in the implementation of the Constitution for the interim period and in the elaboration of the definitive Constitution.

At the above meeting, the Commission was informed of recent constitutional developments in Georgia and decided to resume consideration of the draft constitution, in the presence of a multiparty delegation from that country, in due course. Furthermore, it accepted a request by the authorities of Latvia to give an opinion on the Latvian draft law on the status of former USSR citizens who are not citizens of Latvia or any other State.

Within the framework of the "Human Rights and Genuine Democracy" programme, the Commission adopted its general report on the rights of minorities, as well as a report on the protection of minorities in federal and regional States. After an exchange of views at the 20th Plenary meeting in Venice, the Commission pursued its reflection on the constitutional problems raised by the situation in Bosnia and Herzegovina on the occasion of its UniDem Seminar in Santorini, where it exchanged views with a delegation of the Constitutional Assembly of the Federation of Bosnia-Herzegovina. The Commission's report was transmitted to the Committee of Ministers.

The above mentioned UniDem Seminar on "the Modern Concept of Confederation" was organised by the Commission, in cooperation with the Greek Ministry of Foreign Affairs on 23 to 25 September 1994.
V. CONGRESS OF LOCAL AND REGIONAL AUTHORITIES OF EUROPE (CLRAE)

2nd European Conference of Local and Regional Authority Staff

(Budapest, 26-28 September 1994)

At the invitation of Mayor Gábor Demszky, the conference was organised in co-operation between the Municipality of Budapest and the Congress of Local and Regional Authorities of the Council of Europe (CLRAE). The main objective of the conference was to focus on issues that are currently of particular concern to local and regional authorities in terms of staff. Special attention was paid to the organisational changes that have recently taken place in local and regional authorities throughout Europe. The modernisation of local government has, in most countries, involved the decentralisation of responsibility and powers.

Participants discussed whether the guidelines adopted by the CLRAE in 1985 after the first conference on the status, working conditions, training and career prospects of local and regional government staff are being applied in the various countries, and whether they should be amended to reflect new circumstances.

Modernisation of local government not only requires the decision-making process to be organised differently, it should also be carried out in co-operation with staff. A different structure and approach to government calls for different staff qualifications, and training has a crucial role in this process.

The Network of training organisations, which came about as a result of the first conference, will launch a new stage of co-operation by officially establishing an independent Association. An account of the Network's increasing activities and future plans was given on this occasion.
