on the promotion of understanding

between communities and families

within the area of the North and Baltic Seas

This motion has not been discussed in the Assembly and

commits only the members who have signed it

1.       With the recent political changes in central Europe, historical, economic and cultural links in the northern area of Europe have been restored and new forms and subjects for co-operation have been developed.

2.       The Assembly has been particularly interested in cultural co-operation in this area. It has had several contacts with the Nordic Council and has discussed structures of cooperation with the Baltic States.

3.       It is the right time to promote much broader regional and inter-regional co-operation in northern Europe.

4.       The Assembly recommends therefore that the Committee of Ministers

i.       seek means of associating the Council of Europe with the development of cultural co-operation in the area of the North and Baltic Seas;

ii.       develop projects in specific areas such as

      - communication

      - cultural exchanges

      - school partnerships

      - social and environmental education

      - university co-operation

      - archaeology and all heritage

      - cultural and historical tourism.
