MOTION FOR AN ORDER on parliamentary control over state security organs

presented by Mr SOLONARI, Moldova, SOC

This motion has not been discussed in the Assembly and commits only the member who has signed it

The Parliamentary Assembly,

1. Bearing in mind the importance of parliamentary control over security organs of the state for the proper functioning of democracy;

2. Following the development of the reform process in the countries of the former USSR;

3. Being alarmed by the recent developments in some countries of the Commonwealth of Independent States in the sphere of democratic construction,

4. Instructs its Committee on Legal Affairs and Human Rights

i. to examine forms and methods of parliamentary control over security organs in new member states of the Council of Europe;

ii. to make the issue of parliamentary control over security organs a part of its monitoring process in the new member states of the Council of Europe.
