Establishment of association status within the Council of Europe

Motion for a resolution

presented by Mr Atkinson and others

This motion has not been discussed in the Assembly and commits only the members who have signed it

1.       The Assembly notes that there are a number of countries adjacent to the area accepted, under Recommendation 1247 (1994), as being within the competence of the Council of Europe who in the past have been directly involved with member states.

2.       These are the five Asian Republics of the former Soviet Union and the Mediterranean countries of North Africa and the Near East.

3.       The Assembly wishes to encourage such countries to be associated with, and committed to its standards of democracy, the rule of law and human rights.

4.       It proposes the establishment of association status with the Council of Europe for such countries who request it, based on an agreement committing them to respect for human rights and democractic principles, and which will provide for political dialogue on a range of issues once it enters into force.
