The undersigned, members of the Assembly of the Council of Europe,

1. Considering that a conference organised under the auspices of the United Nations and attended by 5000 delegates and 260 NGOs is currently taking place in Rome with the object of establishing a permanent international criminal court;

2. Considering that this court will act as an independent court of justice with regard to various states and will judge not only specific crimes relating to a particular time and place but also, on a continuing basis, crimes committed directly or indirectly by states, whether these take the form of genocide, crimes against humanity, war crimes or crimes against peace,

Call for « Organised crimes » against children that are provided for in the International Convention on the Rights of the Child to be included in the list of crimes against humanity which this court will judge.
