Cultural heritage of indigenous peoples in Europe
Motion for a recommendation
presented by Mr Paul Staes and others

1. The Assembly recognises the significant cultural wealth of European indigenous peoples still living, partially isolated, in fairly remote regions in several European countries.
2. These peoples, in view of their numbers and individuality, represent an extremely enriching contribution to European culture. Since the accession to the Council of Europe by the countries of the East, the importance of this European cultural richness deserves closer attention from the Assembly.
3. A number of factors nevertheless threaten the survival of their unique culture, rooted in the European heritage.
4. The Assembly and the Council of Europe have, quite justifiably, always defended the rights of minorities.
5. For this reason, the Assembly asks the Committee of Ministers to initiate a European research programme in order to make an inventory of the specific characteristics of these peoples which could subsequently serve as a basis for more effective protection of these popular cultures currently in the process of disappearing.
6. Such a programme could be carried out through inter-university cooperation in member states on the occasion of the 50th anniversary of the Council of Europe.
