Population census in Albania
Motion for a recommendation
presented by Mrs Squarcialupi and others

The Assembly,
1. Noting that, owing to the chaotic situation of the public administration in Albania, there is currently a serious lack of data concerning the population of that country;
2. Considering that Albania urgently needs basic statistical data as a prerequisite for national political stability and in order to start managing its economy, supervising the transition towards a free market and developing an effective decision-making process;
3. Considering that these statistics may be obtained by means of an appropriate population census, to be undertaken in 2001 at the earliest;
4. Considering that, apart from the substantial financial involvement of Albania’s main “donors”, namely the European Union and Italy, to date only France, Greece, Switzerland and Turkey have shown any interest in encouraging a census project;
Recommends to the Committee of Ministers:
i. that the Council of Europe play a co-ordinating role in the future statistical co-operation programme with Albania, in conjunction with INSTAT, the Albanian statistics institute;
ii. that the member states of the Council of Europe, in consultation with the European Union, make every effort to speed up the census process, which is essential to the country’s economic recovery and to the integration of the unemployed labour force into the production system.
