This written declaration commits only the members who have signed it

      The undersigned, members of the Assembly, condemn the terrorist outrage committed in Madrid against a military servant of the state. This is a criminal action that can by no means be justified or explained in a constitutional state like Spain.

      Therefore, the undersigned call on all the political and social forces to assert the position of the Parliamentary Assembly of the Council of Europe in the sense of denying any support, not even moral, to any organisation that preaches violence as the solution to political, economic and social conflicts.
