Promotion of confidence-building measures and good neighbourhood relations in the Vojvodina (Yugoslavia) as part of the concept of the Stability Pact for South-Eastern Europe

This motion has not been discussed in the Assembly and commits only

the members who have signed it

      The Assembly,

1.       Notes that the Vojvodina is an ethnically mixed region of former Yugoslavia, and the north of Vojvodina is mainly inhabited by Hungarians, Croats, and other non-Serbs;

2.       Also notes that the past civil war in former Yugoslavia has had serious political, economic and social consequences for all the inhabitants of the country but not in the same way nor to the same extent. The several hundred thousand Serb newcomers have very drastically changed the ethnic structure of a considerable number of towns and villages, especially in the Vojvodina.

3.       Considers that in order to avoid a further increase in ethnic tensions, to promote good neighbourhood relations amongst the different ethnic groups in the Vojvodina, and to bring about genuine prosperity in the region by means of peaceful coexistence and friendly co-operation, immediate action should be taken;

4.       Points out that such action would also be an additional, crucial and indispensable contribution to the concept of the Stability Pact for South-Eastern Europe.

5.       Consequently the Assembly proposes that

i. the OSCE mission in the Vojvodina with its headquarters in the town of Subotica/Szabadka be re-established and the presence of the Council of Europe in the Vojvodina provided for;

ii. a dense and interconnected network of OSCE missions covering the whole territory of the Vojvodina with settlements of Hungarian, Croat and other non-Serb population be created, developed and operated;

iii. the territorial autonomy of the Vojvodina be re-established in accordance with the intentions of the Athens Communiqué (1999) and the relevant Helsinki Final Act VIII/1975;

iv. the particular ethnic structure of the North Vojvodina must be taken into account when striving to find and implement a just and a long-lasting solution in the region;

v. confidence-building measures be promoted in all sectors of the civil society of the Vojvodina, by close and efficient co-operation between the OSCE and the Council of Europe.
