Establishment of an ad hoc committee on crimes connected to paedophilia

This motion has not been discussed in the Assembly and commits only

the members who have signed it

1.       The Parliamentary Assembly takes note with indignation and dismay that a criminal network exists in Europe which is engaged in the rape, torture and killing of children of all ages and the recording of such practices on videocassettes destined to illegal trade.

2.       Unfortunately, this shameful activity involves many European countries and is carried out by kidnapping the victims or taking them from orphanages.

3.       In view of this sad reality, the Assembly believes an ad hoc committee should be urgently set up within its framework with the specific task of conducting – with the cooperation of member states – an in-depth investigation aimed at shedding light on the crimes connected to paedophilia and focusing in particular on the methods used in the management of private and public institutions for the care of abandoned children, such as orphanages.
