President Putin recently introduced a series of legislative and regulatory measures designed to reform Russia’s institutional organisation and the operation of the federal system.

The reforms are apparently intended to reinforce the unity of the Federation, to restore uniform legal order throughout all the country’s territorial entities and, ultimately, to enable Russia to be governed more effectively at federal level.

They provide in particular for changes in the formation of the Federation Council (upper house of parliament), hitherto composed of elected representatives of the federated entities, the institution of a State Council to advise the President, the creation of 7 federal districts for the government of the major regions, harmonisation of regional with federal legislation and revision of legislation on local self-government.

In view of the scale of the reforms and of the fact that they affect the organisation of local and regional democracy, the Assembly has a duty to keep abreast of their implementation, in order to bring its experience and political potential to bear.
