Minority issues

Motion for a recommendation

presented by Mr Gjellerod and others

This motion has not been discussed in the Assembly and commits only

the members who have signed it

1.       The Assembly welcomes the recent entry into force of the Framework Convention for Protection of National Minorities and European Charter for Regional or Minority Languages.

2.       The Assembly welcomes the efforts of the Congress of Local and Regional Authorities to promote self-determination at local and regional level.

3.       The Assembly supports the work of the Advisory Committee on Minority Issues.

4.       The Assembly welcomes the initiative of the Committee of Ministers to appoint a Special Delegation of experts in the field of minorities to prepare its contribution to the Stability Pact in this field.

5.       The Assembly encourages co-operation between the OSCE High Commissioner on National Minorities and the Council of Europe.

6.       The Assembly therefore recommends to the Committee of Ministers to

i.       call for full ratification of its relevant legal instruments;

ii.       make the organisation's expertise in this field available to the Stability Pact.
