The release of the other three members of the Ilaşcu Group

Motion for a resolution

presented by Mr. Ilaşcu and others

This motion has not been discussed in the Assembly and commits only the members who have signed it

The Assembly,

1.       Recalling that the members of the Ilaşcu Group were illegally arrested by the Tiraspol separatist “authorities” on 2 June 1992, during the military conflict in Transnistria and that they were subsequently tried and sentenced for different convictions, after an arbitrary trial conducted by an illegally constituted court, an entity which no-one worldwide recognises;

2.       Knowing that Ilie Ilaşcu, member of the Parliamentary Assembly of the Council of Europe, sentenced to death by the so-called authorities in Tiraspol, has been released from prison under the pressure of the international community but that his sentence is still in force;

3.       Stressing that the members of the Ilaşcu Group – Andrei Ivantoc, Tudor Petrov-Popa and Alexandru Lesco are, since 1992, detained in inhuman and degrading conditions by the self-proclaimed Transnistrian Republic in Moldova, a no-go area created as a consequence of the presence of the 14th Army of the Russian Federation;

4.       Regretting that the situation of the members of the group is still serious despite numerous interventions by the rapporteurs of the Monitoring Committee of the Assembly, the International Committee of the Red Cross, OSCE and Amnesty International,

5.       The Assembly calls on:

-       the so-called authorities of the self-proclaimed Transnistrian Republic to release immediately and unconditionally the three members of the Ilascu Group – Andrei Ivantoc, Tudor Petrov-Popa and Alexandru Lesco;

-       the consitutional authorities of the Republic of Moldova to take real and immediate steps for its three citizens to be released from separatist detention in Tiraspol;

-       the authorities of the Russian Federation to stop backing politically, economically and with military means the separatist regime in Tiraspol and make pressure on it in order to immediately and unconditionally release the three political prisoners;

-       the Assembly's Monitoring Committee to draw up as soon as possible its report on the honouring of obligations and commitments by the Russian Federation and the Republic of Moldova.
